Create a new 500 x 500 Transparent Document

After that go to Fliter>Render>Clouds

You should have something like this

Then Go to Filter>Sketch>Graphic Pen

Use these settings

Stroke Lenght = 15

Light/Dark Balance = 50

Stroke Direction = Right Diagonal

You should have something like this

After that lets give it some Motion Blur Filter>Blur>Motion
Blur

Use these settings

Angle = 0
